Aimee Headland was denied from close range in the opening stages of a scoreless first period, while Chloe Headland shot just wide.

Despite already being relegated, Netherlands looked lively and Howard turned away eight shots, including a top-class double save at the start of the second period.

GB went ahead at 24:14 when Campbell put home a rebound after a goalmouth scramble on a delayed penalty.

Britain came so close to a second as great skill from Lucy Beal set up Lizzie Saunders, but Eline Gabriele produced a fantastic save from point-blank range.

Netherlands equalised when Esther de Jong's perfect pass sent free Kimberly Collard, who fired top shelf at 41:16.

Two goals in a little over two minutes won it for GB as they claimed their first U18 women's medal since 2013.

Verity Lewis fired one from the blueline on the powerplay that netminder Gabriele couldn't hold (51:12), while Chloe Headland scored a stunning individual goal, beating three players before shooting past Gabriele (53:16).

Chloe Headland netted her second with a deflected shot at 57:53, before Netherlands scored a consolation at 59:28 though Fleur Kivits.

Earlier in the day, France won the gold medal and promotion to Division I Group A despite a penalty-shot defeat by Norway, who claimed the silver.

Poland completed their campaign as they came from behind to beat China 4-2 to secure fourth place in the standings.
